A strong multi-modal transportation network improves our well-being as we commute to and from work and go about our daily lives.

 

Ballot Issue 1A is a 0.15% sales tax (15 cents per 100 dollars) to support transportation as a pillar of the future economic health of Larimer County.

Infrastructure and maintenance needs funded by Ballot Issue 1A  would include roads and bridges, as well as pedestrian, cycling, and transit projects across Larimer County.

What 1A looks like on the ballot SHALL LARIMER COUNTY TAXES BE INCREASED $17,200,000 DOLLARS ANNUALLY (ESTIMATED FIRST FISCAL YEAR DOLLAR INCREASE IN 2025), AND BY WHATEVER ADDITIONAL AMOUNT AS MAY BE RAISED ANNUALLY THEREAFTER, FOR A PERIOD OF 15 YEARS BY IMPOSING A 0.15% (15 CENTS ON 100 DOLLARS) COUNTYWIDE TRANSPORTATION SALES AND USE TAX FOR THE PURPOSES OF: •IMPROVING ROADWAY, BRIDGE, AND INTERSECTION SAFETY, SUCH AS PEDESTRIAN CROSSING, SIGNAGE AND SIGNALING, LANE IMPROVEMENTS, AND BICYCLE TRAFFIC IMPROVEMENTS; •IMPROVING RESILIENCE OF TRANSPORTATION INFRASTRUCTURE AGAINST NATURAL DISASTERS; •REPAIRING, REPLACING, IMPROVING, MAINTAINING, AND CONSTRUCTING ROADS, BRIDGES, SIDEWALKS, BICYCLE LANES AND PATHS, AND OTHER TRANSPORA TION INFRASTRUCTURE; •IMPROVING TRAVEL CORRIDORS BETWEEN COMMUNITIES IN LARIMER COUNTY FOR SAFER AND MORE EFFICIENT COMMUTING, RECREATING, AND DELIVERY OF GOODS AND SERVICES; •SUPPORTING INCREASED ACCESS TO COMMUNITY TRANSIT SERVICES AND OTHER MOBILITY OPTIONS; AND SHALL THE COUNTY BE AUTHORIZED TO COLLECT, RETAIN AND SPEND ALL PROCEEDS OF SUCH TAX WITHOUT LIMITATION BY ARTICLE X, SECTION 20 OF THE COLORADO CONSTITUTION, ALL IN ACCORDANCE WITH THE BOARD OF COUNTY COMMISSIONERS' RESOLUTION REFERRING THIS BALLOT ISSUE APPROVED SEPTEMBER 3, 2024? ON A $100 PURCHASE

Essentials like groceries, personal and health care needs, and business essentials and investments are exempt from the 0.15% tax, easing the financial impact on county residents and businesses while supporting the essential infrastructure and maintenance of the transportation system in Larimer County.

The County has identified a total unfunded need of $645 million over the 15-year period the tax would span.

The new sales tax would generate an estimated $22 million annually for 15 years for a total of $330 million, dedicated to improving the county-wide transportation network through funding of projects and unlocking matching funds from state and federal sources.

Overcoming Financial Constraints

Property taxes aren't enough. Transportation is one of few discretionary budget categories. This leaves our road network exposed to fiscal demands within other departments. Not only does transportation compete with other County services, but property tax revenue earmarked for transportation must be shared with other local governments.

Leveraging Local Funds

Larimer County does not have any current resources to use as a match or complement to state or federal funds that could be applied to County transportation needs.  Today’s funding landscape requires successful partnership of local, county, state and federal funds. Creating a resource to be part of this financial “stack” is vital to our future success.
